But if mesh is already skinned (parented) then you must unparent mesh from bones (alt + p) then scale bones and mesh than apply scale and parent again. But it will break custom skin weights. By default blender units are apparently 100x larger than an unreal unit, and if you don't scale .01x your model will also be 100x larger than intended.
