It is currently only possible to record in breakout rooms with local recording. WebBreakout rooms can only be recorded by someone (either the host or someone the host designates) who is in the breakout room. If the room were being recorded, you would see the recording notification at the top left of the meeting as well as a little recording icon next to the person's name who is recording in the participant list.
