Allow the engine to warm up and then look at the choke. It should be absolutely straight up and wide open. If the choke is not opening all the way, then the lockout lever prevents the secondaries from opening. This is designed to prevent you from over-accelerating a cold engine.

WebJun 27, 2024 · Yukon Oklahoma. The 1813 carb is the AVS and DOES have mechanical linkage on the secondary side to open the lower throttle blades. The upper air valve door is operated by venturi vacuum so if it is the upper air valve door you are questioning then that is only full open during full throttle running when you get enough vacuum to pull it open.
